Legal Notice of Public Hearing
The Murfreesboro Planning Commission will conduct a public hearing at 6:00 PM on Wednesday, December 6, 2023 in the Council Chambers in City Hall, 111 W. Vine Street, Murfreesboro, Tennessee to consider an application [2023-418] to rezone approximately 7.25 acres located along Northwest Broad Street, South Church Street, and West Vine Street from CH (Commercial Highway District) and CCO (City Core Overlay District) to PUD (Planned Unit District) and CCO; to rezone approximately 0.1 acres from CBD (Central Business District) and CCO to PUD and CCO; and to rezone approximately 0.4 acres from CH and CCO to CBD and CCO, as shown on this illustration. The purpose of the proposed PUD zoning (Keystone on Broad PUD) is to allow for a mixed-use development with retail uses, residential units, office space, a hotel, and two parking garages. Vine Street, Murfreesboro, Tennessee to consider an application [2023-417] to rezone approximately 48.3 acres located along Old Fort Parkway, Mall Circle Drive, and Stones River Mall Boulevard from CH (Commercial Highway District) and PSO (Planned Sign Overlay District) to PCD (Planned Commercial District) and PSO, as shown on this illustration. The purpose of the proposed PCD zoning (Stones River Town Centre PCD) is to create development standards to accommodate past and future parcel subdivisions within the context of the overall Stones Rover Town Center development. Vine Street, Murfreesboro, Tennessee to consider amendments [2023-804] to the Zoning Ordinance establishing proposed development requirements for electric vehicle parking spaces. The amendments pertain to the following sections:
- Section 2. Definitions;
- Section 26. Off-Street Parking, Queuing, and Loading; and
- Endnotes for Chart 2: Minimum Lot Requirements, Minimum Yard Requirements, and Land Use Intensity Ratios.

- Section 2: Definitions;
- Section 6: Amendments;
- Section 7: Site Plan Review;
- Section 9: Standards for Special Permit Uses;
- Section 24: Overlay District Regulations, Article VI. CCO, City Core Overlay District;
- Section 25. Temporary and Accessory Structures and Uses;
- Section 26. Off-Street Parking, Queuing, and Loading;
- Section 28: Non-Conformities;
- Chart 1: Uses Permitted by Zoning District (including Chart 1 endnotes); and
- Chart 2: Minimum Lot Requirements, Minimum Yard Requirements, and Land Use Intensity Ratios (including Chart 2 endnotes).
The miscellaneous amendments include, but are not limited, to the following: 1) adding new definitions; 2) modifying some of the existing definitions; 3) modifying the prohibited uses for home occupations; 4) clarifying non-conforming structure rebuild allowances and porch encroachments in the City Core Overlay (CCO) District; 5) relocating the list of prohibited uses in the CCO section into Chart 1; 6) adding some uses to Chart 1 and modifying some existing uses listed in Chart 1; 7) modifying specific bulk requirements in Chart 2; and 8) revising the language pertaining to the zoning amendment process.
