Stormwater User's Fee
The Murfreesboro City Council passed on third reading, July 19, 2007, an ordinance (07-O-25) to establish a stormwater user fee to be applied to all properties within the City. The rate was set by resolution (07-R-23). The Water and Sewer Department expects to begin billing in October 2007. Residential homeowners will pay a fee of $3.25 per month, and owners of non-single family residential properties will pay a fee based on the amount of impervious surfaces on the property (e.g., pavement, concrete, rooftop, sidewalk), at $3.25 per SFU (3,470 square feet) per month.
Stormwater user fee credits
Non-residential properties may be able to obtain a reduction in fee. The reduction is based on whether or not storm water quality or quantity controls are in place. For industrial facilities, this includes controls imposed by the NPDES program, and for schools, this includes certain educational programs. At this time there is not an option for a single-family homeowner to reduce the $3.25 fee.

Stormwater Quality and Surface Water Quality Protection
Along with other City departments, part of the mission of the Water and Sewer Department is storm water quality and surface water quality protection.
The city is regulated under State and Federal rules to implement a storm water quality program in six minimum measures and more.
Six minimum measures:
- Public education and outreach on storm water impacts
- Public involvement/participation
- Illicit discharge detection and elimination
- Construction site storm water runoff control
- Post-construction storm water management in areas of new development and redevelopment
- Pollution prevention/good housekeep for municipal operations
Surface water quality improvement projects:
- TMDL implementation
- Stream restoration
- Stream monitoring
Storm Water Management Ordinance - The ordinance establishes requirements for the Land Disturbance Permit and storm water concept plans and storm water management plans. The ordinance prohibits unpermitted non-Storm Water (illicit) discharges into the storm sewer system.
