Police Department

Administrative Services Division

The Administrative Services Division is comprised of five (5) sections.

Communications Section

The Communications Section is staffed with telecommunicators (often referred to as dispatchers) who operate complex multi-frequency communications systems, visually monitor detailed computer screens, type critical call information into the computer while talking on the telephone or radio, and handle multiple emergency requests which often involve life and death situations. In many cases the Telecommunicator is the only resource available until the police officer or other emergency personnel arrive at the scene.

The Communication Center presently has five (5) positions consisting of three (3) console positions and two (2) answering point positions. The Police/Fire Communication Section is presently staffed by sixteen (16) full time employees. Non-emergency calls are received by calling (615) 893-1311. If you have an emergency, dial 911 for police, fire or emergency medical services.

Personnel Section

The Personnel Section is responsible for time accountability and overtime payments for all employees of the Police Department. In addition to time accountability, Personnel is also responsible for maintaining personnel files; sick, vacation, and compensatory time balances; supervisor incident reports; and employee evaluations. Personnel also schedules interviews for job openings and assists in new employee orientation. This section answers telephone inquiries from and concerning employees and interacts with the public, city officials, and department heads and their designees.

 

Training Section

The Training Section of the Murfreesboro Police Department is responsible for documentation of the annual training requirements and career development of all certified officers and civilian employees. This includes making all arrangements for travel, tuition, accommodations, and the reporting of all training to the P.O.S.T. Commission (Peace Officers Standards and Training).

 

To maintain certification on a yearly basis, officers must meet requirements mandated by the P.O.S.T. Commission of the state of Tennessee. Each officer must successfully complete at least forty (40) hours of training, eight (8) of which must be firearms training and qualification, plus a pre-determined number of hours on a law enforcement topic designated by the Commission, and the remaining hours will be topics that are commensurate to the rank and duties of each individual officer. Upon successful completion of the requirements, the state legislature rewards each certified officer with an annual pay supplement.

 

Field Training and Evaluation Program (FTEP)

The Field Training and Evaluation Program (FTEP) provides newly hired Police Officers with intense, on the job training and evaluation in both a classroom and actual street level atmosphere.

 

The FTEP presently consists of twenty-five (25) Field Training Officers (FTOs) and a Field Training Coordinator. The newly hired officer is put through eighteen (18) weeks of training in which daily performances are graded and documented through observation and evaluation of job tasks. Each new "Recruit Officer" is rotated through six (6) FTOs during the completion of their training. FTOs and FTO Sergeants provide guidance and supervision for recruits during this field training process. The Police Department first implemented the Field Training Concept in 1984.

 

Public Relations Section

The Public Relations Section is responsible for all official information being disseminated to the public-at-large, to include press releases, interviews requested by local and national radio and TV stations, and serves as the official voice of the department when called upon to do so.

 

With the help of the city Cable Department, this section produces PSAs (Public Service Announcements) that can be viewed over the local TV station. These segments are designed to keep the public aware of current crime trends, ask for assistance from the public to help solve crimes, provides tips on self-defense, how to establish neighborhood watches, and how to guard against becoming a victim of certain crimes. During the holiday season, seminars are provided for local merchants to bring about awareness for the prevention of robbery and the associated violence that occurs with this type of criminal activity.

 

Citizens Police Academy

The Murfreesboro Police Department is committed to expanding its relationship with our citizens. Past experience has proven that community assistance plays a major role in crime solving partnerships. The Murfreesboro Citizens Police Academy was launched June 12, 2000, to help facilitate this relationship.

 

Alarms Enforcement Section

The Alarms Enforcement Section is responsible for issuing alarm permits and false alarm notices, receiving alarm permit fees and false alarm fines and maintaining files for alarm permit holders. This section notifies residents and businesses regarding obtaining alarm permits. This section also receives and processes all appeals regarding false alarms.

School Traffic Patrol

The School Traffic Patrol provides traffic direction for most of the schools within the city limits. The role of the school traffic patrol officer is to provide safe passage for both pedestrians and motorists traveling to and from school. These personnel are presently provided for nine (9) city schools.

D.A.R.E. Program

The Murfreesboro Police Department first started the D.A.R.E. Programin the city school system during the 1992-1993 school year. Presently, the D.A.R.E. curriculum is taught in nine (9) city schools, one (1) county school and one (1) private school. The D.A.R.E. staff consists of one (1) supervisor, three (3) full time officers and one (1) part-time officer.

 

The staff teaches the curriculum in kindergarten, second grade, fourth grade and provides a seventeen (17) week program to the fifth grade students. During the 1999-2000 school year, the above staff instructed the D.A.R.E. curriculum to 3,546 students. During the same school year, the D.A.R.E. staff also participated in one hundred fifteen (115) youth guidance sessions and teacher/parent meetings. D.A.R.E. officers also checked on twenty-one (21) truancies.

 

The D.A.R.E. officers at the Murfreesboro Police Department are committed to creating a better quality of life for all of our citizens. They hope to achieve this goal through instruction, positive interaction and enforcement as a last resort.

Crimestoppers

Crimestoppers is an anonymous intelligence gathering program which was initiated by community leaders. This Police sponsored program provides a venue for the anonymous submission of information concerning past and future crime. The program is controlled by a civilian board of directors whose members are from all parts of the community. The Crimestoppers Coordinator is a ranking member of the Murfreesboro Police Department.

Building Maintenance

Building Maintenance is an important responsibility as the Murfreesboro Police Department is housed in five (5) separate buildings.

 

Police Headquarters, located at 302 South Church Street contains offices for the Commissioner, Deputy Chief, Operations and Uniform Division Commander, and Captains of Patrol and Special Services. Offices for the three (3) Patrol Shift Commanders (Lieutenants) are located here, as well as the Police/Fire Communications Center. The Criminal Investigation Division, Records Section and an indoor firing range are also at this facility.

 

The Administrative Services Division is located in the Police Annex at 324 South Church Street, and houses the Training Section, D.A.R.E., Public Relations, Alarms Enforcement and the Personnel Section.

 

Two (2) precincts are located within the Murfreesboro Housing Authority at Highland Heights and Franklin Heights.

 

A newly remodeled Uniform Division building is located at 308 South Church Street. These facilities are maintained by one (1) full-time Custodian, one (1) part-time Custodian and inmate labor from the local correctional work release center.
