Commission
The commission is composed of seven citizens of the city for three-year, staggered terms. Members are appointed by the mayor with the consent of the city council. The commission is responsible for overseeing the cable television franchise(s), the operation of the government access channel, and making recommendations to the city council regarding cable television issues.
The commission has the authority to regulate and review rates for the limited basic cable service and equipment, installation, and service charges related to the limited basic cable service in the city. Related complaints may be directed to commission members for consideration.
The limited basic service is the lowest level of cable service a subscriber can buy. It includes, at a minimum, all over-the-air television broadcast signals carried pursuant to the Federal Communications Commission (FCC) must-carry rules, and any public, educational or government access channels required by the system's franchise agreement. The rate regulation and review is limited however, in general, to analyzing the cable operator's filing to see if the data provided as justification conforms to criteria established by the FCC. Cable modem and cable Internet services as well as expanded basic cable service and all other tiers of service include all program channels on the system other than the limited basic cable service, such as CNN, Discovery Channel, HBO, pay-per-view events, and digital cable service rates are not regulated by the FCC or Murfreesboro Cable Television Commission.
