City Manager's Office

The City Manager's Office provides centralized direction and leadership for the effective administration serves as the focal point for the management of the City staff departments. The City Manager's Office prepares and submits to the City Council a balanced budget of municipal services in adherence with the policy goals and objectives established by the City Council while employing such managerial techniques as needed to assure efficient and effective utilization of the City's resources.

The council-manager form of local government combines the strong political leadership of elected officials in the form of a council or other governing body with the strong managerial experience of an appointed local government manager. Approximately 59% of US cities with populations of 25,000 or more, and 47% of US cities with populations of 5,000 or more, have adopted the council-manager form.

The primary responsibility of a city manager is to implement the policies of the elected City Council. In addition, in the council-manager government, the manager assumes responsibility for: preparing the annual budget, hiring personnel, directing day-to-day operations, attending council meetings, recommending policies or programs to the City Council and keeping the council fully advised on financial and other conditions of the city.

General & Administrative Budget

The general and administrative budget includes funding for City Council, City Manager’s Office, Finance Department, and City Hall maintenance and operation.

The City Manager's office has emphasized customer service through the Service Excellence program. The program's mission is for all city employees to provide excellent services, promote safe and livable neighborhoods and strong and sustainable financial and economic health, and engage the community in participating in city government.  The Service Excellence program focuses on treating customers with respect; exceeding standards that customers expect; delivering value and quality service and to provide convenience and one-stop shopping with unavoidable delays and referrals.

Capital Improvement Plan (CIP)

The Capital Improvement Plan for the City of Murfreesboro is a 5-year, proposed plan for implementing capital projects and purchases, including public facilities, infrastructure improvements, major maintenance requirements and the acquisition of property and equipment.

The CIP includes projects and purchases which exceed $50,000 and have a useful life of at least five years.  The CIP links the City's proposed plans to physical development and provides a mechanism for estimating capital projects. It also schedules projects over a fixed period with appropriate planning and implementation, budgets high priority projects and develops a project revenue policy for the proposed improvements.  As a result, the CIP allows the City Council and our residents an opportunity to consider the short- and long-term capital construction and acquisition needs of the City.

The CIP is updated each year, following best practices for the financial solidity of the City. Annual updating allows for consideration of changing needs and priorities, emergencies, cost changes, mandates, and advances in technology.  In addition, with our growing population, the annual update typically includes a consideration for additional or new facilities.

The City of Murfreesboro CIP for 2015-2019 includes over 100 individual projects totaling $313.1 million.  While the CIP is predominately funded by the issuance of debt, the plan also leverages over $160 million from Federal, State, County, private partners and city funding.

The projects proposed for the first year of the five-year plan inlcude $42.2 million for a new Police Headquarters facility on Highland Avenue, $10 million for the purchase of land for a new park on the west side of the City, funding for an expansion at Hobgood Elementary School, and support for renovations on Lytle Street in conjunction with construction of the new Rutherford County Justice Center, in addition to a variety of other needed capital investments.
